Digital transformation at a national level requires more than technology. It requires collaboration, learning, and the ability to continuously improve. At Techno Brain, we remain committed to supporting Ethiopia’s journey toward sustainable digital governance through the implementation of the Integrated Financial Management Information System (IFMIS) across all forty three public universities.
This week our team joined the Ethiopian Ministry of Finance for a Lessons Learned forum focused on the Cycle 01 rollout. The session created an opportunity to reflect on the implementation experience so far. Together with stakeholders from the Ministry, we reviewed what worked well during the first cycle and identified practical improvements that will strengthen the next phase of the programme.
Phase One: Twenty One Universities Completed
The first phase of the rollout delivered strong results and established a solid foundation for the programme.
All twenty one universities included in Cycle 01 are now fully live on the IFMIS platform. Operational acceptance has been achieved across all sites and nineteen universities have already completed the official handover process in record time. The remaining two handovers are scheduled for completion in early December.
Training has also been a major focus of the programme. To ensure long term adoption of the system, 1,179 end users across the universities have already been trained. These users now have the skills needed to manage financial processes within the new digital environment.
The success of this phase reflects the close collaboration between the Ministry of Finance, university leadership, and the implementation teams working directly with each institution.

Phase Two: Twenty Two Universities Now Underway
Building on the progress of Cycle 01, the second phase of the programme is already in motion.
A comprehensive change management workshop has been completed to help institutional teams prepare for the transition to IFMIS. Deployment teams are now on site at several universities, kick off meetings are taking place, and the initial process of data collection has begun.
These early steps are essential in preparing each university for a smooth and effective transition to the new system.
Learning as We Scale

Large national programmes grow stronger when lessons are captured early and applied quickly. The Lessons Learned forum provided valuable insights from the first cycle and helped refine the approach for the upcoming rollout stages.
By continuously improving the implementation process, the programme can move forward with greater efficiency and stronger alignment with the needs of each university.
